I am in suburbia, with an Aldi led illuminated solar powered house 
number (0.2 watts?) .. it is not very bright!

However it is able to be seen from the street, even in rain.

The street lamps are far brighter... and the general light pollution is 
far higher such that not many stars are visible, far better away from 
human habitation.
