The H+S reason would have more credibility if they didn’t allow you out of your vehicle for the actual transfer of waste material from your vehicle to the skips etc. Certainly in my local centre, you can spend a large amount of time walking backwards and forwards between different receptacles depending on a not untypical mixed load.
What’s the difference between a cyclist and a driver at this point?
(Not really sure just how much material a cyclist could bring, although a cyclist with trailer might be able to bring a bulky item of waste, and disbarring them for not using a motor vehicle seems unsustainable)
