[Talk-GB] Open Licensed Address Data?

Hi All,

My local authority has a planning portal for looking up planning
applications, and it looks like an authoritative lookup for address data. I
was wondering if this data was likely to be an open source that I could use
with OpenStreetMap, or if it might be from a proprietary closed source? If
the latter, are there any open sources?
