Your linked page has a Terms and disclaimer link which leads to a
paragraph Copyright. Essentially all of this websites data is off limits
for OSM purposes, the non-commercial use is only one of the hurdles to
cross - OSM is available to anybody for any purpose and that includes
commercial uses. The Ealing data is almost certainly from the National
Address Gazetteer which which requires a commercial license to use.
