[Talk-GB] Household Waste Recycling

Hi Jez,

What do we do when there is no identifier or wikidata entry for a given
HWRC? I've just mapped Elland in Calderdale and added it to the list on the
wiki but there's nothing to link it to (http://osm.org/way/921780115
refers).
