Please do not use access=residents - a recycling centre does not have any residents.  Also, the transport modes override access, so this would translate to:

foot=no
bicycle=residents
horse=residents
motor_vehicle=permit

If you want to specify who can get a permit then I suggest you need to come up with a scheme based around permit. Something like

permit:area=Somerset
permit:operator=Somerset County Council
permit:eligibility=domestic
