Yes, but that only applies to new or replacement stiles, which does nothing
to change all the preexisting stiles.
Also, compliance with the BS 5709 is not required by law, so it is up to
the relevant council (where they are even aware of the work) to set their
own requirements for acceptability which may or may not refer to the BS.
Even where it does, there's often considerable leeway (you'll notice 'where
possible' and 'should' in Durham's wording in the page you shared). For
example, it's generally deemed preferable to maintain and retain historic
landscape features such as stone step and squeeze stiles rather than
replacing with modern designs.
Long story short BS 5709 is what we can aim towards, but it's not a
reflection of on the ground reality.
