[Talk-GB] Household Waste Recycling

That appeared to have 'Mo-Su' as opening hours....i've done my attempt
based on https://wiki.openstreetmap.org/wiki/Key:opening_hours and the
notes. I'm looking for a web-based opening hours editor rather than writing
our own for OpenWasteMap

Is the HWRC not name="Fengate Household Recycling Centre"?
