[Talk-GB] Seeking permission for automated edit to site=stop_area

Hi all,

It looks like type=site + site=stop_area has been used a lot in the UK with
naptan relations. I'm assuming from imports.

It seems this is meant to be type=public_transport +
public_transport=stop_area

I believe PT Stop Area wasn't established in early 2010, so I understand
why this happened, but as there's no software support for site=stop_area,
I'd like to seek permission do apply the following changes to affected
relations in the UK

- type=site
- site=stop_area
+ type=public_transport
+ public_transport=stop_area
