[Talk-GB] Using UPRNs to find flats?

Hi All,
A personal use case I have for OpenStreetMap is to count the number of
flats in a particular area. I don't think there's an open UK address
dataset anywhere (and in any case, it's not always true that a door number
with an "A" or "B" suffix is a flat, there are plenty of examples round
here of houses inserted into gaps numbered so), so I've tried to find a
scaleable way of getting an estimate better than surveying in person
looking for houses with multiple doorbells/doornumbers/letterboxes (!).
Would multiple UPRNs within a building outline be a reasonable way of at
least locating likely candidates for this, perhaps for surveying? I read
through the long thread back in July/August last year and it looks like one
issue might be that UPRNs for demolished/converted buildings don't often
seem to be deleted?
Any other ideas? And does anyone know what the latest is on open address
data in the UK?
