[Talk-GB] administrative divisions in the UK

Sounds sensible. They are probably boundary=ceremonial rather than boundary=administrative so admin levels, which are really only a convenience for global rendering or we'd use meaningful words, aren't really relevant.

It seems to me that ceremonial counties, at least in GB, don't fit the
administrative hierarchy, so shouldn't have a numbered level in it.
