I see a problem with this statement:

"If it's not the largest part of the wares, the shop should not get 
zero_waste=yes."

It basically requires a subjective judgement when using the yes value. 
Without a certification scheme, I think the "only" value is the only 
clearly defined one.

I also suspect it is used in relation to the consumer marketing image. 
There may well be non-re-usable packaging in the supply chain.
