We are talking about the lines, and if you apply on the ground logic to 
most lines you are likely to end up with a result of undecidable, as 
they are used by more than one train operating company and also by 
tourist and goods services.

Actually there are some on the ground ways of deducing ownership of 
lines.  You can look at to whom you must report collisions with bridges. 
  Also, some worker access points have signs that might reveal ownership.

 From a practical point of view, if you own property alongside a line, 
you need to know who operates the line if vegetation is causing problems 
for you, or you need access to do work on your property.  Many people 
with such property will have local knowledge.
