The nearest equivalent that comes to mind is pump-outs for motor homes
and boats (e.g. Canal & River Trust elsan disposal points) which are for
(ahem) unpackaged liquid effluent:

ISTR there was a move to make some of these tags less specific using
amenity=waste_disposal, but as you suggest the wiki doesn't show an
obvious type.

After a quick look, global taginfo does show 11x objects tagged with
waste=excrement, but 93x with waste=excrements. A quick
https://overpass-turbo.eu/ query suggests one is a German site that
might actually be man_made=wastewater_plant, but others just appear to
be dog bins.
As you're tagging amenity=waste_basket there shouldn't be a confusion
with mobile pump-outs, but waste=human_excrement would avoid any
confusion with a dog waste bin.
