[Talk-GB] NSUL postcode layer

Hi all,

I have had to take the NSUL Postcode tile layer offline as it turned out to
be too popular and I've run up quite the bill over at MapBox. Sorry if
you're using this and find it useful. I'm open to alternative suggestions
but cannot cover the USD 128 that it came to in a months use on Mapbox.
