[Talk-GB] NSUL postcode layer

This is such a useful tool that I'd be willing to donate to running costs
for the eventual platform you decide on and I'm sure if you had a donation
drive you'd find others would chip in especially as it has proved to be so
popular. Perhaps OSMUK could finance it?
