Yep, Kai has it right, (I wrote much of the guideline). They are using 
OpenStreetMap as the background layer, happy they are,  but they should 
100% be attributing the work put into it.

I believe in being as positive as possible in any communication. They 
are using OpenLayers. Here is what their webmaster needs to look at:
