The current tagging of that way includes the following:

highway=cycleway
cycleway:surface=concrete
segregated=yes

My interpretation of those tags is that the way represents a
segregated shared-use path (e.g. with a white line dividing specific
cycle and pedestrian parts), on which the cycle part has a concrete
surface. The surface of the pedestrian part is unspecified, which is
presumably why StreetComplete is asking what it is.

If the whole of the highway=cycleway has the same surface, then you'd
probably be better using surface=concrete instead. If the route is
only for cyclists, then foot=no should be added and segregated=yes
removed. If the route can also (legally) be used by pedestrians, but
there's no separate parts for each type of user, then it would be
segregated=no, and you'd presumably need to change
cycleway:surface=concrete to surface=concrete. See the wiki entries:
