It looks like the link you've sent was the original crossing mapped (as the way id is a lower number) and the duplicate was added as part of adding the Jubilee Walkway recently (which has mapped selected pavements as footpaths to create the relation).

I would be tempted to remove the one you linked to though, but comparing tags you might want to transfer lit=yes to the new one, check which surface value is correct (doesn't look like paving_stones on bing), and consider whether to add a suitable node to transfer the dropped kerb information that is on the southern end of the way you linked above.
