[Talk-GB] OSM Road Classification - Trunk/Primary

The situation in Scotland came about after comparing OSM's motorway and 
trunk network to Transport Scotland's official list of trunk roads.

There were some mismatches and it was discovered that a few A roads had 
been tagged as trunk in OSM due to green signs - however there were also 
(usually newer) white signs present on those roads (e.g. the A697). 
Given the discrepancies, it made sense to set these roads as 
highway=primary in OSM, basically deferring to the Transport Scotland 
list to avoid confusion.
