[Talk-GB] Feature Proposal - RFC - Change the meaning of the UK highway trunk and primary tags

Proposal a change to the UK OSM guidance for trunk and primary highway
tags. This will allow for easier future maintainability by aligning the
definitions with publicly available datasets, more closely align with
global OSM terminology and also align with common UK terminology.

The exact proposal will depend on community discussion and feedback.
