[Talk-GB] Feature Proposal - RFC - Change the meaning of the UK highway trunk and primary tags

Hi,

I'll try and get round to writing a proper response on there ~(ugh, I'll
have to dig out my Wiki password from way back when), but I'm afraid this
isn't a change I'd be in favour of.

For now I would like to correct one major factual inaccuracy in both the
initial email and the Wiki proposal - Primary route information is freely
available in the OS Open Roads dataset re-usable under the Open Government
Licence.
