office=taxi has over 200 uses so that's probably the best one to use, as 
they are not really shops.

There's also 35 uses of shop=taxi in the UK, mostly in London - 
including some duplication with office=taxi.

- so might be worth creating an office=taxi page and getting all these 
taxi/minicab offices tagged in the same way in OSM.
