which is just adding "access=private" to an existing track.

Perhaps the deleted tracks (such as 
https://www.openstreetmap.org/way/913163619/history ) don't really exist 
as something we'd normally add to OSM?  To me, from the imagery, 
https://overpass-turbo.eu/s/1bmL just looks like a path taken by cows to 
walk around a bit of hedge (which does seem to be somewhat mismapped in 
OSM).  The person who added both is a relatively recent mapper, and 
certainly keen, but previous experience would suggest perhaps a little 
overenthusastic sometimes?
