Are you sure that it is actually a stop and not a stand 
<https://en.wikipedia.org/wiki/Bus_stand>?  The only reference to the 
latter that I can find in the OSM wiki is a passing one about excluding 
them from routes 
<https://wiki.openstreetmap.org/wiki/Bus_routes_in_London>.  They really 
need to positively identified, as they need to be mapped, if only to 
stop people mapping them as stops.
