[Talk-GB] help on downloading from data.gov data

I want to download the data on tree preservation orders for the borough
of Hounslow. Its supposed to be available at:

https://data.gov.uk/dataset/1bd8b559-3a72-4734-9e5f-8fc2639de8bf/tree-preservation-orders

But what I get from the 'Inspire download service' link is an xml file
with (I think) a very opaque description of the syntax for interaction
with a server. I'm not used to GIS software or SOAP type stuff - can
anyone who is tell me if the interface is working the way it is supposed
to, and if so if I need an Inspire-specific client, or can use something
more generic to get to the data?

I'm hoping to match the data up with the GLA tree location data for
Hounslow, which is a much more straightforward download (I'm not
planning on importing any of this, just looking atm.)
