Isn't that essentially what OSM does?  It uses its own proprietary feed 
format, rather than WFS, but it certainly doesn't provide pre-selected 
extracts for each town or each feature type.

Incidentally I'd have reservations about cross checking this against 
other data sources.  That feels like business use, which is not allowed 
by the standard licence.  I think the only acceptable use of cross 
checking might be to evaluate the completeness, without using it as a hint.

Creating OSM is a business for copyright and database rights purposes.
