The license on that dataset says "Personal Use; PSMA Sharing
Constraint. This data is restricted under the Ordnance Survey (OS)
Public Sector Mapping Agreement (PSMA)" which means you can't use it
to edit OSM.

I think Hounslow should be able to easily re-license it as OGLv3 under
the PSGA "presumption to publish" process, at which point it will be
compatible with OSM, but as it stands it's not admissible.
