Just to be clear (see e.g. 
https://map.atownsend.org.uk/maps/osm-deep-history/#/way/5098683 ) the 
"highway_authority_ref" tags in Scotland were moved back to "ref" by the 
same user that added it in the first place.  I personally wouldn't have 
done that, but I'm not from Scotland and therefore my opinion is 
considerably less relevant :)
