Well, some maybe but not all.
There are still plenty of roads in Scotland with the
"highway_authority_ref" tag: https://overpass-turbo.eu/s/1hzX Some added
in the original changeset, others more recently (e.g.
https://www.openstreetmap.org/changeset/105378494).
