I, and tvage, have previously asked for that quest to be disabled in the
UK  https://github.com/streetcomplete/StreetComplete/issues/2895
I'm generally in favour of explicit tagging but foot=yes on UK roads seems
daft and the quest likely to result in false "no"s. I could imagine finding
some reasonable use for foot=discouraged in certain situations though.
