The "verge" tag is perfect for these places.  Use it just like you'd use 
a sidewalk tag if you were tagging a sidewalk value on a road.  See

shows verges on most roads with a green casing (and sidewalks with a 
grey casing) to distinguish them from roads with no verges (or sidewalks).
