Unless Andy has way more Carto-CSS foo than I have (not impossible) adding
left & right  just multiplies the amount of highway code to manageable
levels.

An alternative I did experiment with was to only differentiate highways
without a verge or pavement with a particular casing, which I think
provides the key information that walking on a given section is hazardous.
