I hope the meaning of "Don't tag for the renderer" was explained to them.
More generally, I think there are a lot of examples where people's
passions are seen as more important to them than the rules, although I
also see this is relation to the use of non-permissible sources, not
just tagging for the renderer.
More tricky on "cyclists dismount" is where the actual signage is No
Cycling. In England, cycles are generally treated as pedestrians when
dismounted, so, if foot=yes, the real world permission is often at least
bicycle=dismount, but there can be places where there are physical
barriers that make it impracticable to use a way whilst wheeling or
carrying a bicycle, so there isn't necessarily enough information for a
router to decide whether to exclude a no cycling section, or include it,
as it is still quicker than a route that can be traversed whilst mounted.
