Hi Tony,

But it is actually possible, just about, to walk (on tiptoe) while 
wearing roller skates, using the toe-stop.

Where does footwear end and a vehicle begin? And if they are classed as 
a vehicle (i.e. having wheels) does that only apply to a pair skates? Is 
that two vehicles or one? What is the legal position if wearing only one 
skate?
