The main reason why OS might not want to use that "definitive" data (which
is the same as is available from rowmaps.com) is that it's not as accurate
as the OSM paths.

Have a look at e.g. the summit of Scafell Pike; the "definitive" route
of the right of way is more or less a straight line from Mickledore to
Broad Crag Col. OSM shows a much more accurate route, and OS Explorer
shows both.
