I agree that they should be tagged for their intended purpose, which is a
place where people can drop off a dockless bicycle. As I find them I've
been tagging it as a bicycle_rental=dropoff_point and leaving a note that
it is cycle hire parking eg https://www.openstreetmap.org/node/9923011317
I imagine part of the reason that the cycle hire parking is so under
utilised is because aside from the sign it's not easy to differentiate from
standard bicycle parking stands, which arguably is all the more reason to
tag it differently.
