The designation of a road at any given point is a matter of fact, not 
observation. Although we don't have access to the canonical source, the 
NSG, the status of a road is included in OS OpenRoads and OS OpenMap 
Local, both of which are acceptable sources for OSM.

In this particular case, OpenMap Local starts the motorway at the junction:

The overlap on the latest version (2022) appears to be a stylesheet 
issue, it's actually clearer if you use one of the archived versions 
(eg, 2016) which use a different stylesheet.
