[Talk-GB] Where does a motorway start?

In Poland we used to map motorways since
"motorway" traffic sign, but there was community consensus
to map since road divergence.

People really caring about where motorway signs are placed can
simply map traffic signs itself, see

And yes, it is matter of style and consistency.
