Yes - that looks like a specific "OS OpenMap Local" cockup at that
junction, introduced between April 2019 and April 2020. It's a road
that becomes a motorway (the start of the M56) so, as the Mapillary link
confirms, of course non-motorway traffic can leave.
The relevant "moving the motorway start" changeset for this one is I
think https://nrenner.github.io/achavi/?changeset=124368992 . I'd have
thought that the start of the motorway here would be where the M56 is
signed as starting, but I'm not familiar with this junction.
