[Talk-GB] TfL CID: Lockers where the user must bring own lock vs built-in

The cycle parking part of the TfL CID dataset has a field for whether a 
cycle locker requires the user to bring and use their own lock or whether a 
built-in locking mechanism is included.

This is obviously a minor thing, but it seems a shame unnecessarily to lose 
data that has been collected.

There is no current OSM tag that I can see for this distinction, so we 
propose to make a new one. This is discussed at:
https://github.com/cyclestreets/tflcid-conversion/issues/37

matkoniecz has suggested on that ticket the following, which seem clear and 
sensible to me:

bicycle_lock=provided
bicycle_lock=bring_own

Does this seem OK with people?
