[Talk-GB] Western Power Distribution

I guess it will take Western Power Distribution years to change the 
labels on all of their equipment, so if we change all of them in one hit 
it doesn't map what's on the ground and I suspect people will change it 
back. So I would be inclined to leave them until they are verified on 
the ground as having changed.
