[Talk-GB] Western Power Distribution

If there is a consensus to make the change - automated or semi-automated - it would be possible to mitigate this risk by adding something like-
 * was:operator=Western Power Distribution  (saying it used to be WPD)
 * old_operator=Western Power Distribution  (saying it used to be WPD)
 * operator:signed=Western Power Distribution (saying that the sign still says WPD)
That would discourage people from changing it back.
