[Talk-GB] Tagging UK Parallel crossings - Zebra for cycles

Hello James.

I mapped one ages ago in Reading using the old tag of crossing_ref=tiger

According to the wiki (and some previous comments on this mailing list), it
sounds like I should update this to crossing_ref=parallel
