[Talk-GB] LiDAR in the UK

I think for the type of attribution associated with the Belfast data we
would normally need to check that the licensor is happy for the attribution
to sit on the relevant page of the wiki. In this case I'd be surprised if
they had objections, but it's often not easy to get the answer. The formal
OSM attribution on the copyright page tends to be for very large national
datasets, with everything else shoehorned on to the contributions
<https://wiki.openstreetmap.org/wiki/Contributors> page, which may need
reference to Lidar datasets anyway (I've certainly used the EA data &
recently the NRW data).

I suspect we ought to cross-check about various local government dataset
which may have been used, and therefore ought to be added to the page.
