[Talk-GB] Standardize railway platforms names & refs

Possibly of interest, Andy Townsend's useful map seems to ignore the name
and render the ref as, for example, 'Platform 1'. My (perhaps wrong)
understanding is that map was forked from carto, so maybe the relevant code
is written and a pull request wouldn't be so difficult. It seemed from the
ticket that was the only stumbling block.
