[Talk-GB] Pedestrian priority zone streets

Is there a convention for tagging pedestrian priority zone streets? I
stumbled upon one in Hackney that had an emergency services gate with a
sign indicating "pedestrian priority zone" and it also had a speed limit of
5 mph. Am I correct in assuming that highway=pedestrian is the best
approach?
