[Talk-GB] Pedestrian priority zone streets

I know the one.

I think highway=pedestrian with appropriate access tags is quite a good 
fit here.

The 5 mph is probably maxspeed:advisory, as enforceable 5mph limits are 
quite rare (I believe they need special permission from the Secretary of 
State).

I don't think it's a highway=living_street, as there's specific signage 
for those in the UK and they're quite rare.

There's a blue "Home Zone" sign, of which only local example which 
springs to mind is Cranberry Lane in Canning Town (although it still has 
a 30mph speed limit, which is very Newham).
