Cross referencing it with other (non-open) sources, it appears that 
"Local" is always unclassified while "Minor" may be either unclassified 
or a C road. And I think that the question of whether to style an 
unclassified road as "Minor" is related to the NSG data supplied by the 
local authority, but I can't easily check that at the moment.
