[Talk-GB] Pavements (footways/sidewalks) mapped as pedestrian areas AND footways

Apparently the only thing preventing area:highway=footway being used is the
renderer. iD supports it ("Footway Area" preset). The feature request is
https://github.com/gravitystorm/openstreetmap-carto/issues/180 but I can't
see from that what's blocking it being implemented.
